It's relevant to a discussion about meeting demand for rentals, whether or not the demand of all renters or just a chosen few will be met. If everyone builds for the upper 30% in income, how does that meet the demand of the other 70%? I have no idea what drives "for profit" developers because I've seen a fair amount of stupid building in places I've lived, both commercial & residential. Overbuilding of both.
